Priscilla Winslow

Priscilla Winslow’s career in public sector labor law spans over 30 years, during which time she served for 15 years as Assistant Chief Counsel for the California Teachers Association where she litigated and advised on a variety of labor, education, and constitutional law issues. Before joining CTA, Ms. Winslow maintained a private law practice specializing in employment and labor law on behalf of employees and public sector unions. She was Legal Advisor to former PERB Chair, Harry Gluck from 1979 to 1983 and returned to serve as Legal Advisor to Member Huguenin for six months immediately preceding her appointment to the Board.

Winslow is a member of the State Bar Labor & Employment Law Section and served as its Chair in 2000-2001. She is also a member of the American Constitution Society. She received her Bachelor’s degree from the University of California, Santa Cruz, graduating with honors in Philosophy and History in 1974, and received a Juris Doctor from the University of California Davis School of Law in 1977.
